On 9 November, deputies of the Efremkino Village Council were elected in the Republic of Khakassia. The council comprises two villages, Efremkino and the aal of Troshkin, and is part of Shirinsky District.
It was deputies of Shirinsky District who stood at the origins of the conflict between Communist governor Valentin Konovalov and the republic’s Supreme Council, which we covered in detail in the previous issue. In short, the Supreme Council is controlled by United Russia and is headed by Sergei Sokol, who was unable to defeat the governor the Kremlin finds objectionable in 2023.
On 25 December 2024, formally on the initiative of deputies of the Shirinsky District Council, a bill was introduced in the regional parliament that effectively transferred control over the execution of district budgets from the republican government to the parliament and violated the Budget Code of Russia. The Supreme Council passed the law, and the governor vetoed it. The parliament later overrode the veto, but the governor filed a lawsuit with the Supreme Court of Khakassia and won the case on 24 October 2025. He now has the right to dissolve the Supreme Council.
It is worth noting that Shirinsky District is distinguished by regular breaches of financial discipline. According to the Ministry of Finance of Khakassia, in 2023 alone the authorities of Shirinsky and Ust-Abakansky districts spent over 60 million roubles on raising salaries for their officials beyond the established norms. And the municipality entered 2025 essentially without an adopted budget: the representative body rejected the district administration’s draft, in which total expenditure was almost double total revenue.
In April, the final document was nonetheless adopted — with truncated planned expenditure figures and an increase in expected revenue. However, this did not help: in July, the republic’s Supreme Court overturned the district council’s decision to approve the budget. The reason was a violation of the principle of budget balance, which sets a deficit limit of no more than 10% of the annual volume of the local budget’s own revenues. The budget deficit of Shirinsky District exceeded this volume by 763%. The shortfall of almost half a billion roubles was supposed to be raised through a commercial loan.
Against the backdrop of this conflict, the elections of deputies of the Efremkino Village Council, scheduled for the single voting day in September, did not take place. They were postponed due to insufficient competition: after Svetlana Odintsova, nominated by United Russia, announced the withdrawal of her candidacy, the number of contenders here equalled the number of seats.
Competition was also minimal at the elections held on 9 November: only nine candidates contested seven seats. Six of them represented United Russia, two represented the LDPR, and one ran as an independent.
Interestingly, Svetlana Odintsova was nominated again and again withdrew from the election by personal application.

After the single voting day on 14 September 2025, six electoral campaigns for heads of municipalities have taken place.
Elections of deputies of 33 local representative bodies have taken place, with 175 deputy seats being filled.
