This year, elections to the regional parliament will take place in Oryol Oblast, and in March 2025 Sergei Tushkov, a deputy of the Oryol Oblast Council from the A Just Russia party, was detained in Oryol. Generally, news of the arrests of deputies and officials has lately shifted from the top headlines to the last, “filler” sections of news websites. But in this case the reason for the detention was highly unusual: Tushkov tried to bribe an officer of the Oryol directorate of the FSB in exchange for providing the call detail records of his ex-wife and business partner Diana Voina, who is also a deputy of the oblast council from the same A Just Russia party.
A tandem with Voina
Sergei Leonidovich became a deputy of the Oryol parliament in September 2021 on the list of the party “A Just Russia — Patriots — For Truth”. At the same time, as of election day he was registered in the city of Kamensk-Uralsky in Sverdlovsk Oblast and was listed as the general director of a Moscow-based LLC, “Scientific-Production Association ‘Metal Forming’”, with a charter capital of 100,000 roubles and a headcount of “1 employee”, which was liquidated in June 2022.
Sergei Tushkov was born in 1975 in the village of Travyanskoye, Kamensky District, Sverdlovsk Oblast. At the age of twenty he graduated from the Kamensk-Uralsky Polytechnic College with a degree in “Mechanical Technician”, worked as a maintenance fitter at JSC “Ural Aluminium Smelter” (now a branch of “RUSAL Ural”), and from 2001–2007 at the “Pipe Metallurgical Company”, where he rose from maintenance fitter to head of the repair service. In 2003 he graduated from the Ural State Technical University with a degree in “Mechanical Engineer for Metallurgical Production”.
In the Oryol Oblast Council he was a member of the committee on the economy, worked in a very formal manner, and repeatedly missed committee meetings (“he is actively engaged in solving the region’s economic issues, helping to improve working conditions and raise the standard of living of the residents of the Oryol region” — from an official greeting on his 50th birthday). “His element is backstage intrigue, manipulation and any means of underhanded struggle,” the well-known Russian journalist Dmitry Agafonov wrote about him.
His ex-wife is Diana Anatolyevna Voina, also a deputy of the Oryol Oblast Council, also from A Just Russia, also an entrepreneur. Unlike Sergei Leonidovich, Diana Voina was well known in the region. Barely having become a deputy of the oblast council, she began an active fight to ensure that Oryol children with type 1 diabetes would be provided with all modern treatment options at state expense, including providing them with continuous glucose monitoring (CGM) systems: she appealed to the Health Department, to the governor, and then to the prosecutor’s office. In the end, together with the oblast prosecutor’s office, the public and the media, she managed to overcome the desperate resistance of Governor Klychkov and the oblast health department — and ultimately to resolve this critical problem.
The business of Mtsensk uyezd
The Tushkov-Voina family was considered one of the wealthiest in the Oryol Oblast authorities: Sergei Tushkov himself officially earned 7.9 million roubles in 2021, and Diana Voina — 6.3 million roubles.
In 2024, after the divorce of Sergei Tushkov and Diana Voina, a business conflict arose between them connected with the division of the Mtsensk Non-Ferrous Metals Processing Plant (LLC “MZOTsM”).
Initially, the owner of LLC “MZOTsM”, created in 2015, was the deputy’s sister Oksana Voina; then, for almost three years, the founder was Diana Voina herself. A significant portion of the plant’s property and equipment was acquired in the years when Diana Voina was the founder. It was also she who, in December 2018, by concluding a sale and purchase agreement, acquired the land plot on which the plant is located, which today belongs to her by right of ownership.
In November–December 2023, first the founder and then the general director of the plant became 70-year-old pensioner Valentina Tushkova — the mother of the oblast parliamentarian, residing in the village of Travyanskoye, Kamensky District, Sverdlovsk Oblast.
In other words, the work of the plant in the city of Mtsensk, which fulfils, among other things, defence orders, was managed by an elderly woman living more than one and a half thousand kilometres away from it in the village of Travyanskoye, Kamensky District, Sverdlovsk Oblast. At the same time, her main occupation, as can be seen on her Odnoklassniki page, is reposts from the groups “Beloved Dacha”, “Hostess Online: Preserving and Canning”, “Dacha Matters”, “Piping Hot”, “Between Us Housewives”, “Dacha Life” and so on. There is not a single post about the Mtsensk Non-Ferrous Metals Processing Plant, nor about metals or plants in general, on her page. By all appearances, the “general director” never travelled outside the village at all, except perhaps for the period from 6 November 2023, when she liked salad recipes in the group “Tasty, Cool, Awesome”, until 29 December 2023, when a “granddad’s recipe for tomatoes” appeared on her page. It was precisely during that period that she was “taking over affairs”, “assuming office”, signing lawsuits and other important documents.
After his mother was appointed to the post of “general director”, Tushkov accused his wife of an armed attack on MZOTsM and an attempt to steal property located there, securing the opening of a criminal case, which was terminated in 2024 due to the absence of the elements of a crime. In addition, Tushkov accused his ex-wife of stealing 35 million roubles transferred to the account of her sole proprietorship — but this case was also terminated.
Operation “Clean Hands”
It was in this situation that Sergei Leonidovich approached an officer of the FSB Directorate for Oryol Oblast with a request to help him obtain the call detail records of his ex-wife, promising as much as 80,000 roubles for the work. But the Oryol chekist did not want to soil his clean hands with such a sum; Sergei Tushkov was detained and then placed under house arrest on charges of attempted bribery (Part 3, Article 291 of the Criminal Code of the Russian Federation).
The deputy’s lawyer, Ivan Onishchenko, did not dispute the fact that his client had broken the law, but insisted on reclassifying the charge: he claimed that the 80,000 roubles were intended not for the FSB officer, but for certain “technicians” who were supposed to carry out the request. The defence proposed qualifying Tushkov’s actions as incitement to abuse of official powers and limiting the penalty to a fine.
By the verdict of the Sovetsky District Court of 25 September 2025, Sergei Tushkov was found guilty of committing a crime — giving a bribe to an official for committing knowingly illegal actions (Part 3, Article 291 of the Criminal Code of the Russian Federation). The prosecutor’s office requested a fine of 2 million roubles for him with actual deprivation of liberty for 3.5 years in a general-regime colony; however, the court’s verdict imposed a fine of 3.2 million roubles on Tushkov, but he himself remained at liberty.
In November 2025, the Oryol Oblast Court upheld the decision of the district court; on 26 December 2025, the mandate of the A Just Russia party was transferred to Dmitry Seryogin, a well-known civic activist in Oryol and a paramedic at the Ambulance Station.
