Last Sunday, 21 December, local government elections were held in two regions of Russia. Deputies were elected to two representative bodies of a municipal formation.
Republic of Sakha (Yakutia): elections under the cover of United Russia
Beyond the Arctic Circle, in the Abyysky Ulus of Yakutia, early elections of deputies to the district council were held. The voting took place under the cover of the polar night, which lasts here for almost two months.
The elections were called as a result of the self-dissolution of the district council. Due to the early resignation of two United Russia deputies – Arkady Yegorov and Darya Alekseyeva, the representative body lost the quorum necessary for decision-making. A few months before that, on 30 April, another party representative – Aytalina Unarova – resigned, and a year earlier, also by personal statement – United Russia member Vladimir Androsov.
It is worth noting that the previous convocation of the district council was also formed as a result of early elections – on 17 December 2023. The reason for calling them then was also a mass exodus of United Russia deputies. Interestingly, this occurred after self-nominated candidate Vladimir Novikov defeated his United Russia rival Aydar Yefimov in the 2022 election for head of the Abyysky Ulus.
The current elections were held under a mixed system: three deputies were elected from a three-mandate electoral district and 12 — from a single proportional electoral district.
In the single district, lists of three parties were registered, which included 20 candidates from United Russia, nine from the LDPR and seven from A Just Russia.
In the three-mandate electoral district, four candidates were registered: two from United Russia, one from A Just Russia and one self-nominated candidate.
It is noteworthy that, in violation of the electoral legislation of the Russian Federation, election campaigning was placed on the main page of the official website of the municipal formation: the election programme of United Russia could be viewed there.
Based on the voting results in the majoritarian district, two mandates went to candidates from United Russia and one to a self-nominated candidate.
In the single district, the United Russia party received 69.42% of the vote, A Just Russia – 19.88% and the LDPR – 8.78%.
The mandates in the single proportional district will be distributed among nine candidates from United Russia, two from A Just Russia and one from the LDPR.
Republic of Buryatia: one United Russia member replaced another
A by-election for a deputy of the Kabansky District council in the Oymursky electoral district was held in the region. The mandate here became vacant after the resignation of United Russia representative Viktoria Tolpygina; she left of her own accord.
Two registered candidates participated: Larisa Raspopova, director of the Sukhaya school, from United Russia, and entrepreneur and self-nominated candidate Viktor Trishin.
Based on the voting results, the deputy mandate went to the United Russia candidate Larisa Raspopova.
21 December in Russia
Six candidates competed for four deputy mandates in the representative bodies of two municipalities in majoritarian electoral districts.
Candidates from the lists of three parties competed for 12 deputy mandates in the representative body of one municipality in a single proportional district. Based on the voting results, the mandates were won by 9 representatives of United Russia, 2 representatives of A Just Russia and 1 from the LDPR.
Total since the start of the new electoral cycle
After the single voting day on 14 September 2025, ten electoral campaigns for heads of municipalities have been held.
Elections of deputies to 64 local representative bodies have been held; 275 deputy mandates were filled.
