According to official data, turnout in Stavropol Krai was 81.5%, which is 21.7% higher than the Russian average. United Russia received 67.2%, a figure that exceeds the nationwide result by 9%.
It appears that the focus in the krai was not so much on the ruling party's results as on inflating turnout. Of 1,302 precincts, only 44 had turnout below 50%, and 19 of those were in Predgorny District, where data were falsified on only about half of the precincts.
At the same time, United Russia's results look suspicious in every district and city, and in many cases we see blatant "shelves."
In Stavropol, results have been entirely fabricated in all three city districts. In Leninsky District, turnout was 83.5% and the ruling party received 69.9%. In Oktyabrsky District, turnout was 82.79%, United Russia 69.57%; in Promyshlenny District, turnout was 82.58%, United Russia 69.49%.
All three city TECs drew identical "shelves," in which not only turnout and United Russia's results matched, but also the order of results for the other parties: the LDPR gets 10%, New People 9%, the CPRF 6%, A Just Russia 3%. Of 136 PECs, results differ in only two precincts — at special precinct No. 1354, where supposedly 97% voted (1,455 out of 1,500) and United Russia got 86%, and at tiny PEC No. 845, where 70 people voted and United Russia got 44.3%, and which appears to have simply been forgotten.
No less brazen fabrications exist outside the regional capital. In Grachyovsky District, at 20 precincts the results for all parties match to within 0.5%, and United Russia receives between 68.5% and 69%.
The highest figures were in Shpakovsky District. Here turnout was 89.1% and United Russia got 75.1%. At the same time, the district managed to avoid drawing a pure "shelf," and the ruling party's results range from 72.1% to 77%. However, at all 61 precincts the order of parties is the same, and the outcomes are just as fraudulent.
The only district where at least some precincts cannot be said to show total falsification was Predgorny. Its turnout is the lowest in the region — 53.6% — and United Russia gets 61.8%, with results ranging from 31.1% to 85.8% across 51 precincts.
In the end, across the entire region, out of 1,302 precincts only three were found where the ruling party lost first place:
PEC No. 228 in the town of Blagodarny: United Russia 34.4%, LDPR 44.9%. Turnout 78.6%.
PEC No. 700 in the village of Levokumskoye: United Russia 28.7%, New People 42.1%. Turnout 91.9%.
PEC No. 1000 in the village of Vinsady: United Russia 31.1%, CPRF 34.4%. Turnout 33.4%.
For PECs No. 228 and 700, the results for the second-place parties and turnout look implausibly high. It can be assumed that only in the village of Vinsady were the real data recorded, and this precinct could be used to estimate how the region's residents actually voted.
